refactor: Rename LoadData to PopulateFrom (#10)

* refactor: Rename LoadData to PopulateFrom

The implementation for reading and parsing the gzipped CSV
file has been extracted from the trie population logic.

The function was renamed from `LoadData` to `PopulateFrom`
to clarify that its purpose is inserting data into the trie
structure, rather than handling raw I/O or CSV parsing.
