* Update cookiecutter template
* Added a `CITATION.cff` file
* Removed `black`, `blackdoc`, and `isort` for `ruff`
* Updated Contributor Covenant Agreement to v3.0
* Various dependency updates

Yes. `black` and `isort` are no longer used for formatting. Maximum
allowed line length is longer, collapsing many multiline calls.
