driver: implement tcs driver for tarantool support

- New Tarantool Config Storage (TCS) driver package (driver/tcs).
- Integration testing for TCS.
- Updated .golangci.yml.
- Modified core driver interfaces to be compatible with tcs.
- Update go module dependencies.
