feat(context): Enhance and stabilize context reloading

- **Refactor**: Replaced `Timer` with `ScheduledExecutorService` in `ContextReloadingTimer` for improved thread management and stability.
- **Feat**: Implemented a `FileAppendedListener` to ensure that files included via `<append>` tags are monitored for changes, making the auto-reloading feature more comprehensive.
