Refactor: Improve date handling and enhance Javadocs

- Replaced legacy SimpleDateFormat with the modern java.time API in StringifyContext for improved thread-safety and robustness.
- Fixed bugs in StringifyContext to correctly handle date-only strings (e.g., "yyyy-MM-dd") during parsing.
- Fixed an UnsupportedTemporalTypeException in ActivityJobReporter by using a compatible DateTimeFormatter for LocalDateTime.
- Added and improved Javadoc comments for classes and methods in core rule packages to enhance code clarity.
