Refactor waiting callers handling in StreamServer

- Updated the way waiting callers are added to the state in the StreamServer module.
- Changed from using list prepending to list appending for better clarity and consistency in state management.

This change improves the readability of the code and ensures that the order of waiting callers is preserved as they are added.
