feat: Support OFED probe configuration (#1651)

As described in the [issue
#952](https://github.com/Mellanox/network-operator/issues/952): the
liveness probe (especially in a cloud environment) can fail for reasons
unrelated to OFED—for example, a burst in network SSD usage—which can
interrupt a long-running learning job.

These changes allow completely disabling liveness (or other) probes to
eliminate such painful cases or to configure them less strictly.

The default configuration stays the same, but IMHO, it's better to
provide an easy way to disable the liveness probe for default
installations.
