Modernize CI (#920)

- Modernize CMake: improve dependency management, boost/yaml-cpp handling, and multi-config support
- Consolidate output to bin/ directory across platforms
- Update GitHub Actions: standardize builds, fix paths, add test ordering (--order lex)
- Remove boost dependencies where possible (lexical_cast, algorithm/string)
- Update CLI11 to v2.4.2 and bpf_conformance submodule
- Reorganize tests: move run_yaml to src/test/, split ebpf_yaml into separate library
- Improve conformance test reliability with explicit path handling
