feat(webapi): add dictionary management UI (#328)

add web interface for managing stop phrases and ignored words with:
- new dictionary management page with separate sections for stop phrases and ignored words
- API endpoints for reading entries with IDs, adding and deleting entries
- HTMX-based UI with real-time updates and error handling
- dual-mode handlers supporting both JSON API and HTMX requests
- automatic spam filter reload after dictionary changes
- comprehensive test coverage for all new handlers
- navbar integration for easy access
