Add gdal raster zonal-stats

Adds a zonal-stats algorithm to calculate raster and vector zonal statistics.

Covers most but not all of the functionality of https://github.com/isciences/exactextract - I'm trying to figure out the right balance of feature vs complexity. Some cases not handled:

- Stats requiring an argument (e.g., quantile)
- Optional stat arguments (min_coverage_frac, coverage_weight)
- Area-weighting (I think this is best handled by creating a cell area raster using VRT)
- Using weights from multiple bands
- Default values or weights (better handled using VRT, probably)
