fix: apply pop offset even for 0-based (#5)

- when `LIBSONATA_ZERO_BASED_GIDS` is true we are not adjusting the indexes by the `population offset`. We should have the same behavior for both: 0 or 1 based gids. I am pretty confident that this is a bug. Let me know if I am wrong
- update NEURON_COMMIT_ID
