Add Thread Summarizer plugin with tests and documentation
This merge introduces the fully implemented Thread Summarizer feature:
- Adds /api/thread-summarizer/v2/:tid REST API route
- Integrates OpenAI (gpt-4o-mini) for thread summarization
- Includes LRU caching and per-user cooldown
- Provides automated Mocha tests (~80% coverage)
- Adds UserGuide.md with usage and testing documentation
