fix: prevent timeout in utils.toISOString for invalid timestamps

- Add range validation for timestamp values before creating Date objects
- Return original value for timestamps outside valid Date range
- Prevents RangeError: Invalid time value that was causing test timeouts
- Resolves CI timeout in utils.js test suite
