refactor: add utils module with command helpers (#27)

- Created utils.rs with reusable command execution functions
- Added run_command() for generic command execution with logging
- Added get_git_config() for reading git configuration values
- Added run_post_generation_command() for standardized post-generation steps
- Includes comprehensive unit tests for all utility functions
- Made utils module public for use across the codebase
