Fix import of non-archive compressed files. Fixes #7314 (#7353)

* Refactor to make better use of Apache Commons Compress

- use Apache format detect code instead of ours, implicitly supporting all their decompressors & archivers
- remove test for misnamed zip file since it no longer causes problems
- adjust error reporting to maximize information returned

* Changes to tests not affecting functionality

 -  Fix reversed parameter order & improve error msg
 - DRY up dummy progress reporters
