Wayland: Register global shortcuts using Portal

The shortcuts can be registered/bound only once per application. If
global shortcut commands are added or shortcuts change, the application
needs to be restarted for the changes to take effect.

In KDE (and perhaps other desktop environments), a global shortcut can
be removed only in the desktop environment configuration.
