feat(syntax): initial implementation of CEL Syntax AST

This commit introduces the foundational Abstract Syntax Tree (AST) for the Common Expression Language (CEL), based on the official specification. It lays the
groundwork for the parser, type-checker, and runtime components.

The core of this change is the Cel\Syntax namespace, which contains a PHP representation of the CEL expression tree.

Additionally, this commit removes initial placeholder code (Example.php and its test) and sets up the directory structure for the upcoming Lexer, Parser, TypeChecker, and Runtime components. The
build and linting configurations have also been updated accordingly.
