Fix editing/getting UTF-8 text by default

By default the app should provide UTF-8 text
(`text/plain;charset=utf-8`) and fallback to `text/plain` or if
unavailable to `text/uri-list`.

Fixes #3093

28 of 34 new or added lines in 7 files covered. (82.35%)
