[change] Improved REST API for downloading firmware images #69

- Updated ``FirmwareImageSerializer`` to return the API download URL instead of the
  private storage URL.
- Added permission check on the private storage view to ensure users have
  ``view`` permission on ``FirmwareImage`` objects.
- Adjusted ``FirmwareImageDownloadView`` to avoid duplicate permission checks.

Closes #69.
