Improvement of OpenTelemetry support and testing (#846)

* impr(deploy): check monitoring capability with OTEL support

* impr(otel): propagate OTEL trace from baggage when passing through the HTTP gateway

* ci: disable technical tests

* fix: remove test hostPort

* fix(#836): create the OTEL sub-logger iif tracing is on AND the logger provider has been created
