Dedup fingerprint (#1213)

* make run_spendbundle() take just flags and no height. The caller is responsible for picking the flags for a certain height. Also make validate_clvm_and_signature() take flags instead of height. This allows us to pass in other flags, not related directly to height.

* simplify compute_fingerprint(). We don't need to compute cost anymore and make it take the condition list directly, rather than puzzle and solution.
remove compute_puzzle_fingerprint() from python binding.

* compute fingerprint for spends eligible for dedup, in validate_clvm_and_signature()
