Integrated surface database integration (#127)

* First implementation of HadISD integration 
* Notebooks demonstrating data download and preprocessing
* Notebook demonstrating ML pipeline utilising the data
* Add XGBoost training plus data manipulation steps
* Make downloads robust and idempotent so repeat downloads don't occur
* Prevent conversion to zarr for already converted netcdf files
