Port `expr::structurally_equivalent` to Rust. (#14599)

* Add Rust  method `Expr::structurally_equivalent`.

The new Rust `Expr::structurally_equivalent` mirrors our Python implementation
of `expr::structurally_equivalent`.

Note that this does not replace the underlying Python implementation of
structural equivalence, which allows for arbitrary objects as keys.

* Address review comments.
