VsCode Tasks PR3: Leveraging vscode tasks and github copilot integration into SQL database projects   (#26303)

* Adding buils and codeanalysis, with github copilot integration

* creating tasks.json for newProj,build/wCA all working fine, todo, exclude
tasks.json from sqlproj

* adding dialog

* adding quickpick for build selection, BCA need fix

* BCA works but revisit buildProject

* adding tasks.json to project explorer but excluding it from the build

* building and bca both works for all kinds of projects

* remove output build completely, sqlTask buuld fails, true as string

* all working as expected, check Taskprovider read jsonfile

* adding test case for build task provider

* modifying the createProject with quickPicker for dataworkspace

* undo package.json

* all done so far, need to test and PR

* Adding verbose to the command to get the detailed build output

* removing verbose as it adds indepth build info which is huge.

* refactoring little bit to make sure the build not generate success msg after netcore verifiaction fails
