BatchAgg Edits: output files and destination (#821)

* change zip filename to workflowID_aggregation.zip

* shift from many-container to two-container blob storage setup

* add output CSV for each indiv reducer, create combined reductions file from all reductions using flattened data columns for most cases

* minor tweak to log output strings

* fix test via added mock, remove test for storage container creation

* fix tests via mock patch

* handle no reductions case (e.g. when task is not supported)
