fix: Attach Managed NSG to NIC when in BYO VNET mode (#924)

* fix: Attach Managed NSG to NIC when in BYO VNET mode

This mirrors what AKS does. This is not required in managed VNET mode
because then the NSG is attached to the Subnet (created by AKS), so it
doesn't need to be attached to each NIC individually.

Fixes #562.
