Add notary to tests (#1309)

* Add notary to tests

* Add comprehensive unit tests for Notary native contract

- Add TestNotary.cs with 7 essential test methods
- Test contract availability, hash consistency, and manifest validation
- Verify hardfork activation and method signatures
- Test integration with other native contracts
- All tests passing (7/7) with proper documentation and formatting
