feat: Add auxiliary token policy and update VMsClient to use in client options (#540)

* Add auth policy and token to VMClient flow

* Only enter flow if UseSIG is true

* set sig options based on env vars

* Add unit tests for options

* re-add auxiliary-token-server-url, remove unnecessary log dep

* remove changes to charts/

* pass bool flag w/ value

* final changes to support unit testing

* update json decoding code

* add extra handling to check for status codes

* utilize karp user agent

* defaults for these env vars should be nil

* add some logs to see when sig/aux token are being used

* use options to populate node image tests

* lint chang from make verify

* address PR feedback

* sigSubscription shouldn't be exported

* remove duplicated test

* remove extra line for setting vars that will be args

* capitalize URL
