Support Version Attribute from csproj, and props.  (#1312)

* parse version from VersionPrefix attribute in proj and build props

* Update src/Neo.Compiler.CSharp/CompilationEngine/CompilationEngine.cs

* Update tests/Neo.Compiler.CSharp.UnitTests/UnitTest_ContractVersionFallback.cs

* Update tests/Neo.Compiler.CSharp.UnitTests/UnitTest_ContractVersionFallback.cs

* fix props version

* fix version build error, and update artifacts to enclave version from props.
