Merge HiPS properties from hipslist and properties

This will let us see the properties even if the actual HiPS properties
file still hasn't been downloaded, plus we'll get hips_service_url into
the list.

Sometimes the properties differ between hipslist and properties, so we
still overwrite the data from the former file by those from the latter
one, assuming that they are more up-to-date.
