feat(upgrade): adding new NodeClass status controller logic for upgrades of k8s, and node image versions (#729)

* controller at point of working status updates

* break out k8s reconcile method

* refactor to k8sVersion having seperate recomciler/provider

* refactoring and cleaniness

* change helper to just trim version suffix

* rename Images to NodeImages

* update Image -> NodeImage naming and add unit tests

* add test cases for controller, (all success cases with no MW support)

* add successful test cases for List images provider within imagefamily

* add TODOs about error sim testing

* fix CommunityImageVersionsAPI being set in azureEnv + update node versioning test to have actual CIG versioning
