Retail rates dispatch grid export (#1303)

* Add grid export option to retail rates dispatch. Improves NPV by 1% for CA NBT cases. Some ideas for future tweaks to maybe beat manual dispatch

* Put grid export after the load/purchase cost focused export

* Update test to match new behavior with break cases on remaining energy

* Add integration tests for grid export with retail rates dispatch

* Filter for failing test on GitHub Actions.
