Fix Typmod/Data Truncation Issues Converting Numeric Types to Varbinary (#3597) (#3655)

During Conversion from numeric or any types to varbinary/binary we were not passing the typmod info for the result datatype and this was causing incorrect results for queries

Issues Resolved: BABEL-5609
