server startup and reload updates (#754)

* relocate cmd/trickster/usage to pkg/appinfo/usage
* refactor config loading
* rename pkg/httpserver pkg -> pkg/daemon
* refactor hot reloader
* bump toolchain bugfix version
* add ability to stop ALB pools (for config reloads)
* stop existing ALB pools on reload
* log daemon errors when exiting ungracefully
