Audit: Simplify getRequestParams + setRequests front-running protection (#350)

* simplify getRequestParams

* protect request creation from front-running

* add test InvalidRequestOwner

* fix comments

* check request owner in verifier and override it in universal verifier

* remove unnecessary deployment cross-chain verifier script for testing

* small updates
