New explicit instructions for new instrument (#73)

iconfig is now a singleton and global even when we use bits/demo_bits separetly
iconfig needs to be explicitly initialized and can be either toml or yaml
demo_instrument/startup.py now have explicit calls for every function and definition
RE(make_devices()) apparently can return safely to startup.py
