Update more deps to latest major version (#6266)

Fixes #6265

I didn't update nom, it's complicated and it's test only.

I _did_ update toml: this is a major change to the deps allowlist
because `toml` upstream merged with `toml_edit`. This is an inevitable
deps change that we'll have to handle eventually, better now rather than
later.

zip also expanded to support zopfli, it's not something that can be
disabled. I think that's fine overall
