improve backup download handling and testing

This commit improves the backup download functionality and its testing:

- change content-type to application/octet-stream for better browser handling
- remove content-encoding header as it's not needed
- use defer with error handling for gzip writer closure
- add flush operation to ensure all data is written
- update test to verify gzip compression and content
- remove unnecessary error test case
