Implement route for batch upload of data (#19)

* Document the prognosis endpoints

* Add CLI arguments for uploading forecaster

* Rectify some timings used in the demo

We really should be using a test_time parameter in the forecaster

* Fix the unit tests

We now require test_time

* Increase the length of forecast

* Move the update estimator logic outside ws function

* Add a bulk upload endpoint

* Switch to disk for thread safety

Use bulk upload given the slower write rates

* Update demo launch script
