task: push git_sha docker tag and upload consistent chart version also on git tag (for verification team) (#1250)

Changes:
- Added Docker tag with `$git_sha`.
- Added chart packages & push with `$current_version-$git_sha` (like for
default branch pushes) **also on git tag push events**.
- Refactored step logic, to accommodate above change as briefly as
possible.
- Shifted job conditioning to job level instead of repeating it in each
step (more correct scope).
