Add Timeout to Redis Queries and Handle Client Unavailability Gracefully (#2232)

This PR enhances the Redis client integration by introducing the following improvements:

Timeout for Redis Queries:
Adds a configurable timeout for all Redis queries to ensure operations do not hang indefinitely.
Prevents potential performance degradation due to blocked threads or processes waiting on Redis responses.
