Allow processing clipboard containing "secrets"

This allows processing the "secret" clipboard data by overriding new
`onSecretClipboardChanged()` script function.

This also ensures that callbacks are called consistently with properly
set formats `mimeClipboardMode`, `mimeOutputTab` and `mimeCurrentTab`.

Fixes #2787
