Use `DataLocale` as the locale type during export (#5307)

According to the [data locale
design](https://docs.google.com/document/d/1Rrp1IxycTu2CETceUOQRcwVECXsv0pOJIAUMPdYlHYY/),
a data locale is the type to use to identify data. In particular, the
current `LanguageIdentifier` does not support the `-u-sd` subtag, which
can be used in data.
