Production updates (#144)

* Production updates

Changes made during initial runs on production Qiita.
Functionality that overwrites tube-ids for sample-names in prep-info
files migrated out of GenPrepFileJob. This makes for easier restarting
of jobs in a current area of change.
test_NuQCJob.py got accidentally run through Black, but the end result
looks cleaner so I kept it.

* restored gres_value

Restored gres_value but the option remains commented out in nuqc_job.sh
