* clean up use of filters and especially get_ab_maggies(), which involves a
fairly complex data conversion, so that the hard parts happen in just one place
* get rid of most uses of parse_photometry() where only a single field was
actually needed (we may be able to do more of this if we follow where the
Tables generated in io.py are used)

80 of 98 new or added lines in 3 files covered. (81.63%)
