refactor: migrate to ES Modules

- Change the source type in `package.json` to `"module"`
- Refactor all imports and exports to ES Modules syntax
- Move `mjs` files to `js` since `type` is now `module` in
  `package.json`
- Switch from nyc to c8 since nyc doesn't seem to work without
  commonjs require imports
- Adjust ESLint configuration
  - Add dev dependencies to parse `assert` keyword in an ES Module
    (see [StackOverflow answer][] for further details)
    - @babel/eslint-parser
    - @babel/plugin-syntax-import-assertions
  - Use Babel parser for `rollup.config.js`
  - Remove deprecated ignores
- Switch to JSON configuration for commitlint to remove module.exports
- Reduce file patterns for Jasmine since `mjs` are not needed anymore
- Remove `"use strict"` since ES Modules are loaded in strict mode by
  default
- Disallow `"use strict"` in ES Modules via ESLint
- Remove `commonjs` Rollup plugin
