Correlation id utilities (GSI 501) (#74)

* Update template files and remove pylint pragmas.

Update pre-commit-config for black removal

* Add basic correlation id utils

* Add tests for cids

* Remove typing workarounds

Make tweaks for ruff format changes and mypy complaints

* Bump version from 1.0.0 -> 1.1.0

* Fold Missing* error into InvalidCorrelationIdError

* Avoid non-deterministic tests
