Refresh WebPush implementation against newest standard (updated March 2016)

- Legacy WebPush continues to work (for as long as the browser does) but app
  may switch to using the updated standard by providing an additional field
  when calling setter:subscribe.webpush:

  {
    "public_key": "base64_public_key",
    "push_uri": "https://some/uri",
    "auth": "optional_base64_auth_data"
  }

  By providing the auth data (e.g. pushSubscription.getKey('auth')) the
  app signals support for the new standard.

- Add support for chunking webpush plaintext into arbitrarily sized records
- Follow current draft RFC to grow record size with plaintext
- Generate local key pair once at startup instead of per message
- Add decryption support; this is useful for testing purposes
