Improve add loading and event response time

**Problem**
On slow networks the is a delay between when the view is loaded and when
the data is populated.

**Solution**

* Add route resolve for map, timeline, table and charts
* Create routesCache service to increase event response time
* :white_check_mark: Add test to routesCache service

Others:
* :fire: Remove unused `userUpdated` event
* :memo: Add doc for routesSvc architecture
* :fire: Remove `$rootScope` events for routes

**Result**
* Routes updates event are independent to the digest cycle
* Angular routes get loaded only once promise resolved
