Add and use ECDSA class

OpenSSL::PKey::EC does not follow the common OpenSSL::PKey::PKey API.
OpenSSL::PKey::ECDSA implements an API very similar to OpenSSL::PKey::DSA,
allowing use of elliptic curve keys where RSA/DSA keys are used
